Probably unrelated but it also happens with a IMG file so I just wanted to point it out. Sometimes on resource restart the file can't be read even if it wasn't changed by the server or the client.

Bad usage @ 'fileOpen' [unable to load file 'skins.img']

Sometimes this keeps happening even after a client restarts their game, I am unsure on why tho it's completely random I can go months without having this issue and then I have it for a couple of restarts. The file doesn't seem to actually be opened which is really strange.
