Why do we need to do "3.14.0-beta.1" in #13957 rather than just "3.14"? We have check-latest: true and allow-prereleases: true in our setup-python config, so setup-python should consistently install the latest version of Python 3.14 available, even if it's not in the runner's cache

We probably don't need that, but for now I want to change as little as possible until I get green checks.
